It varies, and I suspect unless there's a study on your addressing your questions, part of the answer will be that it depends on the individual and how efficiently that person is able to consume oxygen.

There are apps for these breath holding tables if you're still interested. You can breath hold on land with a mask on, although it wouldn't make any difference on your performance.
